ABSTRACT

The COVID-related financial market decline and economic recession have raised new concerns regarding the financial sustainability of retirement plans for state and local government employees, the largest group of whom is public school teachers. Using data from the Public Plans Database and the National Income and Product Accounts, I analyze teacher pension plans over the 2001–2019 period, seeking to answer questions regarding teacher pensions' funded status, investment decisions and returns, adequacy of contributions, and generosity of benefits. These data show that teacher pension funding peaked at the beginning of the 2001–2019 period due to the tech bubble's inflation of asset values, but then it declined thereafter due to investment returns that significantly underperformed assumptions, failures by sponsoring governments to consistently make full contributions, and increases in the generosity of pension benefits. School districts will face substantial funding challenges in the post-COVID period, as investment losses are factored into contribution rates, government revenues available to make contributions shrink, and education funding from state governments comes under pressure. I outline several policy alternatives that policymakers may consider, but none would make restoring teacher pensions to full funding a painless process. © 2022 AERA.

ABSTRACT

Purpose: A case study about the creation of four scenarios that were used to make sense of the fast-moving pace of COVID-19 and the consequences for New Zealand tourism. Design/methodology/approach: Adapting global visitor economy scenarios, a set of New Zealand tourism scenarios were constructed using a "back of house Shell" method and were supplemented with an expert panel to test the reliability and validity of the scenarios. Findings: The four scenarios constructed were based on two critical uncertainties, namely economic recession and the moral dilemma of the consumer. Four scenarios were portrayed using film and TV titles to help participants visualise the scenarios. Crazy Rich Asians: Recovery represented many of the attributes of tourism in New Zealand prior to COVID-19 i.e. a focus on high value tourists from Asia. Contagion: Survival of the Fittest represented the reality of the COVID-19 pandemic. This Side of Paradise: ReThinking Tourism focused on rebuilding tourism based upon the principles of sustainability. The Colony: Gated Communities represented fortress destinations trying to keep COVID-19 at bay. Each scenario portrayed several features including a unique narrative, tourism, the tourist, vision, strategy and risks. The paper highlighted the trade-offs and conflicts between the scenarios as COVID-19 unfolded in different directions. Originality/value: In a fluid situation, the paper reminds readers of the value of scenarios as framing devices to understand the fast-moving pace of COVID-19 when New Zealand was in unchartered waters. Thus, this study highlights how a scenario-planning process builds resilience and foresight to help stakeholders and actors make sense of crisis situations.

ABSTRACT

Purpose: COVID-19 plunged tourism off the cliff in New Zealand. What did this mean for the country, how did we respond and what is the future? Design/methodology/approach: This is a personal account, reflecting on my thoughts and experiences as Chief Executive of Tourism Industry Aotearoa. Findings: It is a challenging time to try to predict the future given all the remaining COVID-19-related uncertainties. But there are a number of consistencies that will frame the revival of tourism in New Zealand, when international visitors do return. Government, industry and the community will all look to shape the future of tourism, and it is essential we take a balanced score card approach, building back better with a focus on value. However, we must never forget the customer, who may well have the biggest influence. Research limitations/implications: No specific research was completed for this article-it relies on the author's industry experience. Originality/value: We can only have a successful tourism future in Aotearoa if we deliver a broad range of quality products and services that enable us to meet the promise of an economically, socially, culturally and environmentally sustainable destination. The author's message is to focus on providing customer value in order to achieve that future. It is simple as that.

ABSTRACT

The COVID-19 pandemic has brought drastic changes in the teaching and learning of EFL, not least through the increased use of ICT and web 3.0 technologies. As part of this phenomenon, blogs have become a widely used technique for assisting foreign language acquisition. The aim of this study was to test the hypothesis that the use of blogs has a significant impact on the development of reading skills in English learners. The study was based on 106 participants (57 male and 49 female) from a private secondary school in the central highland region of Ecuador, with an age-range from 12 to 19 years. A nonparametric-experimental design was applied to the whole sample, who were pre-tested, given reading development instruction, and then post-tested. The pre-test and post-test were adapted from the Cambridge Preliminary English Test (PET) and consisted of 5 multiple choice comprehension questions, 5 scanning questions and 6 fill in the gap questions. In the instructional phase, the participants engaged in 6 sessions of asynchronous and 6 sessions of synchronous study, in which a variety of digital resources such as Kahoot, Nearpod, Educaplay, Liveworksheets, Padlet, Quizzis, British Council, Quizzlet and others, were employed to contribute to students' communicative competence. Data tendencies and normality were measured through the Kolmogorov-Smirnov test, which was 0.000;while Wilcoxon was used to corroborate the hypothesis. The results showed a significant improvement of 66.9% in the students' reading skills through the use of web 3.0 blogs. Findings of the research show that the integration of web 3.0 technologies, specifically blogs foster learners' oral and written interaction, being reading the keystone of the whole process. © 2022 IEEE.
